CESA was incorporated under the federal non-profit organizations charter in Canada in 2010, around the same time when the British Columbia Ministry of Environment expanded recycling regulations to include small household electrical appliances and later, power tools and exercise equipment like treadmills.

The PRO was initially founded by the Canadian Household Manufacturers Association, with support from the Retail Council of Canada and the Association of Household Appliance Manufacturers (US).
